Training and Manpower Development are two interrelated sets of activities associated with the management of human resources. To understand the nature of these activities and appreciate their contributions to enterprise management, one would need to place them in perspective.

First, there is the need to know what these activities entail. Second, there is the need to have some knowledge of the range of factors, which affect operational efficiency and effectiveness. This would pave the way for a discussion of the ways training and manpower development could be used as a tool for achieving these goals. For these tools to be effective, they must be used appropriately. This suggests a need to be familiar with the common pitfalls which have been recognized in the use of training and manpower development in enterprise management. These issues are discussed in this paper under the following headings:
